Maharashtra Public Universities Act 2016

One of the important reforms  of higher education, the Maharashtra assembly and council passed the ‘Maharashtra Public Universities Bill, 2016’ on Thursday 8th December .The bill was cleared by a joint panel of 25 legislators from both houses after making 56 amendments. The panel also had two former educations ministers, college owners and experts from various fields.

Following are some of the crucial Points of this Bill

 

Setting up of Admission Tribunal

It is recommended to set up independent committee in each of the university to manage / resolve queries related to admission Process. Admissions are critical entry point of the education entity. In case of India there are many rules  and regulations related to category/ reservation, quota, Fee Structure, Govt Scholarships etc.  Any dispute or grievance related to admission process can be handled by this admission tribunal. Universities can certainly go for technology usage in managing grievance related to admission process.

 

Grievance redressal Committee

Each university will have separate grievance management committee. Such committee should resolve any sort of query  must be resolved within 6 months from the registration date. It can be helpful for the students who may be having grievance related to hostel accommodation, quality of faculty, issues related to exam schedule, issues related to examination paper re evaluation etc.

Exam Rescheduling Facility

For sports students and NCC/ NSS students there is always issue of examination dates clashing with their activities. Most of the times Sports students had to prioritize exams to any national / State level Sports event.  But moving forward such students can appear for the exam in separate or alternative exam process to be conducted University. Choice Based Credit System

Foreign Universities have flexibility of selection of subjects as per liking. Now it can be a norm in India as well thanks to this bill. It will enable the students to choose any subject of their liking. There will be credit/gradation system in performance evaluation to allow students to study combination of subjects of their own choice.  This would also provide flexibility shift from one university to another. Currently shifting of university in the middle of the course is very difficult task for the student.
